Procedure for Registration of a Pure Water Industry in Nigeria. (Posted 6th June, 2003) Tell your friends about this page! Email it to them.

Procedural Details

The National Agency for Food and Drug Administration and Control (NAFDAC), the regulatory agency monitors and controls the food and drugs sector insists that pure water industry must not be close to a cemetery, abattoir, petrol station, it must be a detached apartment, it must not have other tenants in the building, it must have a fence round it and above all it must have a minimum of four (4) rooms. The 4 rooms must be arranged in this order:

    • Cloak room

    • Packaging material room

    • Production room

    • Finish product room

All rooms must be tiled or terrazzo-ed with a fire extinguisher and first aid box handy within the premises. The packaging material and finish product rooms must have pallets or shelves for material storage and finished products which are not to be kept on the floors. The production rooms must either be well ventilated or air conditioned.

After the initial stage of location and factory structure has been met, the next stage is to dig the bore hole and send the water extracted to an analyst for analysis of the water (same applies if it is a public water facility). This analysis will determine the treatment modules to be applied to the water. Thereafter three (3) documents must be prepared outlining the processes of the factory, they are: Standard Operating (SOP): Production; Standard Operating (SOP): Quality Control; Standard Operating (SOP): Cleaning. 

  • S O P: Production: This basically involves the production line of the factory which will outline the process of sedimentation and disinfection, filtration, sterilization, and packaging. These stages must be drawn in a flow chart and well explained.

  • S O P: Quality Control: This outlines the various steps taken to ensure quality and hygiene. It starts from the borehole water analysis, sterilization of equipment, personal hygiene for the staffs, periodic routine analysis of the finished product, exposure of packaging materials and finished products to ultra-violet radiation light, and any other process to ensure quality.

  • S O P: Cleaning: This explains how the different equipment, factory facilities and other exigencies will be cleaned and at which intervals. It includes cleaning of the: PVC tanks, treatment modules, micro-filters, ultra-violet sterilizer, floors, walls, toilets, drainages, borehole, system of waste disposal, washing of production apparels and fumigation of the factory.

Requirement for License

These are the NAFDAC requirements for licensing of a pure water industry:

 1. Letter of application addressed to the Director, Establishment and Inspectorate Division, Abuja and also copying the Deputy Director, Establishment and Inspectorate Division in the State where the factory is located (note: the letter for the Director will be submitted together with the copy to the deputy director who will send the director’s copy).

 2. Payment of inspection and laboratory fees: sachet: N10, 000 and N10, 000 respectively; bottled: N10, 000 and N20, 000 respectively. This fee will be paid to the accounts department with a receipt given after being given payment advice by the water unit.

 3. Submission of three (3) copies of Certificate of Incorporation, receipts and the application letter. Other documents to be submitted includes: label of the water, organogram of the company, letter of appointment of the production manager, letter of acceptance, SOP for production, quality control and cleaning, medical certificate for staffs (every 6 months), laboratory results of the borehole and treated water, fumigation certificate, depth level of borehole, among others.

 4. A week notice to be given for the inspection of the factory by NAFDAC personnel.

 5. Licence fee to be paid after the approval has been given by NAFDAC for the sum of N10, 000 and N20, 000 for sachet and bottled water respectively.
